1. Introduction and Background
The AIDS Foundation of South Africa (AFSA) is a Durban-based NGO that acts as an interface between Donors and Community Based Organisations (CBO’s) working in the HIV / AIDS sector, by placing donor funds with strategically selected CBOs in South Africa, and providing them with ongoing, technical support & capacity building.
The South Africa Global Fund Country Coordinating Mechanism (GF CCM) is responsible for leading the implementation of HIV and TB programmes funded by the Global Fund to Fight AIDS, TB and Malaria (GF) in the country.
The GF CCM has selected the AIDS Foundation of South Africa (AFSA) to be appointed by the GF as one of the four Principal Recipients (PRs) that will implement programmes funded by the grant, during Apr 2 Mar 5.
Serving as a grant manager, the PR coordinates grants’ execution through sub-recipients (SRs), service providers and consultants as the main implementers of the GF programmes.
AFSA’s programmes under the current Global Fund grant are implemented in districts in eight of the nine provinces in South Africa.
Amongst these programmes is the Adolescents & Young People Programme (AYP),
Men’s HIV prevention programme (MSP), Programme to reduce human rights-related barriers to Human Immunodeficiency Virus (HIV) services, also known as the Human Rights Programme, Gender-based programme (Thuthuzela care centres), Advocacy Programme, Community based / led monitoring and Community Strengthening Systems (CSS) Programme.
The COVID- pandemic highlights the predominant challenges in many areas within South African Societies. Structural inequalities, from South African’s Healthcare system to the country’s Social Security System, have now being exposed.
Individuals seeking medical assistance in South Africa have always sought counsel from Traditional Leaders (TLs) and Traditional Health Practitioners (THPs) and biomedical systems alike.
TLs and THPs are usually the first point of contact for all kinds of ailments in the local communities in which they operate.
TL’s and THPs play multi-disciplinary roles in the health care of patients in South that of doctor, psychologist, psychiatrist, therapist counsellor, and peer education which contributes significantly to the primary healthcare needs of communities.
This especially in rural areas, where significant structural gaps exist in the public Healthcare System. TLs and THPs have become a much-needed Rapid Responder to patients’ ailments which include HIV, STI’s, TB, various types of cancers and COVID-, whilst fulfilling their sacred duties of being community custodians of traditional African spirituality, religion and customs, educators about culture,
and spiritual protectors of ancient and modern religion alike.
Thus, the roles of TLs and THPs have cemented itself as the first point of contact for patients in communities.
It is upon this background that AFSA seeks to appoint 8 consultants to provide training and education to Traditional Leaders and Traditional Health Practitioners.
This training will equip TLs and THPs with the necessary information and tools to better serve their communities.
- Objectives of the Training include;
- Provide training, using the by-healers-for-healers approach, in communicable diseases, particularly HIV / AIDS, STIs, TB and Covid- and other non-communicable diseases particularly cervical and breast cancer.
- Training TLs and THPs on Human Rights,
including training and instilling a gender sensitive healing approaches that allow for acceptance and understanding of the Lesbian, Gay, Bisexual, Transgender, Queer and Intersex (LGBTQIA+) patient and healer community.
- Roll out a robust training model that will see healers engage rigorously, self-introspectively and most importantly contextualising the realities of communicable diseases (HIV / AIDS, STIs, TB, Covid) and non-communicable diseases (breast and cervical cancer) in their TL and THP spaces and practices.
2. Scope of Work
AFSA will appoint 8 consultants (1 consultant per province) to provide trainings in the following geographical locations;

AFSA will arrange a conferencing venue where the trainings will be hosted. Trainers will be accommodated at the venue. Participants will not be accommodated at the venue and will be required to travel to the venue daily.
Table 2 outlines key focus areas of each consultant. Once all consultants have been selected, AFSA will host a workshop to train you on material that has already been developed for this training.

Develop and submit a project plan for the training you will be conducting in your chosen province.

Your team will be required to recruit TLs and THPs as indicated in the table above in each district for the trainings.

b) You must ensure TLs and THPs are specifically located in these districts as you will be responsible for disbursing a flat travel rate of R per day to all TLs and THPs.
2. Facilitate training
Using existing training manuals, conduct trainings per district in your selected province as indicated in Table 1.

Administer pre and post assessment surveys / exercises for participants.

Work with AFSA Administrators to coordinate all logistical requirements for the trainings.

4. Documentation
Produce a detailed report on the outcomes of each training. The report must include an overview on the demographics of participants, results from pre and post assessments, narrative of the level of participation, and recommendations for program implementation and sustainable relationships between LEAs and other civil society organisations and service providers per district

Conduct an overall assessment of the project with clear gaps, challenges, opportunities, and recommendations for future activities. Submit final report.

4. Minimum Requirements of Trainers
- University Degree or Tertiary Qualification.
- Experience in working on issues related to AGYW HIV Prevention, Sexual and gender-based violence, gender and sexuality, HIV / AIDS and TB related work.
- Analytical English writing skills and ability to synthesise complex information and issues
- Proven experience in stakeholder engagement; including government, civil society and community workers.
- Ability to plan, coordinate, manage and facilitate high-level meetings.
- Ability to work effectively with others.
- Availability to start immediately, upon signature of contract.

6. Evaluation Criteria- Stages
Stage 1 : Administrative compliance : If some mandatory documents are missing, application
be disqualified.
Stage 2 : Minimum qualifications : If minimum qualifications were not met, application will be unsuccessful, and no further evaluation will be conducted.
Stage 3 : Technical qualifications / experience : proposal and supporting documents will be assessed and scored accordingly.
Minimum score of % is required to move to next evaluation stage.
Stage 4 : Costing : Proposals will be scored, with cheapest scoring maximum score. If B-BBEE score was required and submitted, it will be factored ( / rule) into final cost assessment.
If it was not required, it will be excluded from this scoring. AFSA is not obligated to prioritise costing over technical integrity of the applicant, and as such will not automatically select the lowest application.

8. Deliverables, remuneration, and institutional arrangements
- The trainer should provide daily rates which will be applied for the duration of this training.
- AFSA will pay directly for travel logistics to activities, using standard AFSA procurement policies; so, these are to be excluded from quote.
- The trainer is expected to provide their own work tools (laptop, cell phone, airtime / data, and other basic work tools related to the training).
- Payment will be based on review and acceptance of the completed deliverables presented with required contractor paperwork / supporting documents.
- This consultant will work under the supervision of an AFSA Manager and will also interact with project staff and stakeholders in various districts.
The trainer will be home-based but expected to regard Durban AFSA office as main project site, and thus any travel to meetings at the Durban office will be at the consultant costs.
Important : project / assignment will be considered successfully completed after submission and approval of final product / deliverable / milestone.
Some deliverables require final approval / sign-off by multiple stakeholders. If several revisions are required to produce acceptable quality, costs of these revisions are to be borne by the service provider / consultant.
Before any work can start, AFSA will issue a contract and purchase order. Before each activity / assignment starts, AFSA will request a quotation, and confirm assignment by issuing a written confirmation / acceptance of quotation before the assignment is undertaken.
Failure to comply to this requirement invalidates any claims made against the contract.
