Job Purpose:The Provincial Treasury, Western Cape Government has an exciting opportunity for an experienced economist to lead research on provincial fiscal policy issues (including fiscal futures for South Africa and how they would impact the Western Cape), manage the provincial revenue fund and advise on provincial taxes, including existing and future revenue sources.Minimum Requirements:- Master’s degree in Economics/Finance/Business Administration/ Public Policy;- Minimum of 6 years appropriate middle management experience; and- The successful completion of the Senior Management Pre-entry Programme (see paragraph 4 in notes below).Recommendation:- Valid driver’s licenseKey Performance Areas:- Accountable for assessing and optimising both vertical and horizontal division of national transfers through conditional grants, provincial equitable shares;- Ensuring that contributions are made to the budget process requirements within the Provincial Treasury by developing a fiscal framework;- Accountable for comparing In-Year Monitoring (IYM) with the Basic Accounting System (BAS) and Vulindela reports for technical correctness and making recommendations;- Accountable for ensuring that the fiscal policy processes and logistics for the Western Cape Racing and Gambling Board (WCRGB);- Responsible for reports on the revenue review, indicating the variances, expenditure and growth;- Responsible for managing the Provincial Revenue Fund and providing for the cash flow requirements of the Province.- Accountable for monitoring and evaluating debt; and- Effective human resource management within Directorate: Fiscal Policy.Competencies:- Knowledge of the People Management function;- Knowledge of the Financial Management process;- Knowledge of norms and standards (PFMA, MFMA, NTR’s and PTR’s);- Excellent communication skills;- Excellent planning, organizing and people management skills; and- Strategic and capability leadership.Remuneration:All-inclusive salary package of R 1 057 326.00 per annum (Level 13). Note: The remuneration package consists of a basic salary (70%) and the employer’s contribution to the Pension Fund.
