FINANCE Manager - Operating Budget

Requirements

- B Com or relevant B Degree (preferably in Finance) and the

completed MFMA Minimum Competency Certificate;

- At least eight (8) years’ relevant experience;
- Advanced knowledge and understanding of relevant local

and national policies, legislation and regulations;







- Expert knowledge and understanding in the field of budgetary

and financial management;

- Excellent communication and collaborative ability to engage

key stakeholders in the budget function and process; and

- Excellent strategic planning, organisational and presentation

skills.

Key Performance Areas

- Identifies and develops guidelines, policies and procedures

for the compilation of the annual Corporate Operating Budget,

multi-year indicative Operating Budget and Adjustments

budget for the City;

- Manages the compilation of a balanced Corporate Operating

Budget and Multi–year Indicative Operating Budget;

- Manages the implementation and updating of budgetary

control policies and procedures to comply with statutory and

internal requirements;

- Manages the implementation of controls to monitor and react

to operating revenue and expenditure variances;

- Manage, monitoring and control of City’s corporate Grant in

Aid process;

- Manage the development and maintenance of a financial







reporting systems adhering to legislative and other reporting

requirements;

- Manage the processes for the compilation and maintenance

of the annual corporate tariffs, fees and charges and related

tariff policies as well as the tariff calculator on the City’s

website;

- Advise directorates/departments on new and existing City

policies, applicable budgetary legislation and regulations;

- Direct and control the Key Performance Indicator’s and

outcomes of personnel within the Operating Budgeting

Branch;
