A company based in Woodmead has a position for Business Area Head : Tax Technical Advisory Expert

To formulate and position the Large Business & International (LBI) technical tax advisory value chain, technical excellence and frameworks, in a broadly defined organisational strategy, identify and understand Large Business and International segment expectation and insights, and make recommendations on continuous optimisation of the segment. Provide leadership and manage multidisciplinary teams of legal professionals, Economists, Data Analysts , Chartered Accountants, transfer pricing and international tax experts.





The candidate will need to have experience developing a comprehensive technical tax advisory portfolio and continuously analyse taxpayer compliance behaviour to refine segmentation strategy. Provide leadership and oversee the LBI Revenue initiatives and national reporting demands and commitments.

Process

• Champion policy frameworks and objectives with internal partners to ensure integration between functions in pursuit of strategic goals.

• Contribute to the development of the functional operating model and alignment of the value chain to org. objectives in partnership with stakeholders.

• Create the context to continuously improve all functions and systems in line with national, regional, and organisational changes.

• Determine strengths, weaknesses, opportunities and threats, interpret changing social and org. environments and identify new initiatives and or systems.

• Direct, control, coordinate and optimise resources to meet established objectives and deliver agreed results across functional areas.







• Influence and communicate across all levels of the business to minimize resistance and ensure on-boarding of new thinking in own area.

• Proactively identify interconnected problems, develop, and model alternative solutions as well as contingency plans to resolve value chain conflicts.

• Provide authoritative advice and guidance that supports the realisation of major divisional objectives in line with the SARS mandate.

• Scan external environment, identify benchmarks and influence alternative operating plans or model to deliver on the SARS objectives and mandate.

• Set priorities to shape and structure the function by providing a framework for the achievement of longer-term objectives.

• Use insights and knowledge gained from high level reports to conduct abstract, conceptual and comparative analysis to define functional strategy.







• Translate and communicate a meaningful strategic context that articulates functional purpose in relation to the organisational vision, purpose, and philosophy.

• Provide periodic reports on performance against plan and progress on medium-term initiatives and use to realign operating plan and objectives appropriately.

• Develop and implement compliance approaches for the LBI segment in line with best tax administration principles and practices to support SARS strategic objectives.

• Value chain enablement and strategy execution for Legal advisory and Support function in alignment with Tax legislation/Regulations/Policies/SOPS.

• Keep abreast with, assess,





and influence legislative and business requirements and changes particularly at a functional level to ensure that decisions are based on relevant segment specific insight and compliance requirements.

• Engagement with relevant stakeholders, intermediaries and representative bodies with the purpose of improving the segment's offerings and experience.

• Develop a comprehensive Technical Enablement portfolio in reference to Revenue Performance, Legal advisory, TARA and Business insights, Transfer pricing and international tax advisory matters and cases and specialised support matters and cases and continuously analyse taxpayer compliance behaviour to refine segmentation strategy.

• Provide opinions and technical insights on operational decisions related to Legal support, TARA, business insights,





Transfer Pricing and International Tax risk assessment, Center of excellence related to specialist Support services

• Provide insights and reports on Tax gap opportunities and revenue collection optimization and risk factors.

• Provide leadership and oversee the LBI Revenue Steerco meetings, revenue initiatives and national reporting demands and commitments.

• Monitor international and local economic and trade trends impacting on the LBI sectors and evaluate the likely impact on revenue collection, assessing revenue risk and devising measures to mitigate risk.

• Accountable for effectively implementing the revenue management programme to ensure taxes are collected when due, specifically in Collection of additional taxes raised through compliance activities,





Specific Revenue Programme, Dispute Resolution, Tax Avoidance and reportable arrangements and special support service.

• Provide leadership to the Tax Avoidance and Reportable Arrangements to ensure the effective and efficient performance to yield revenue, generate insights around tax planning techniques and tax structuring and regulate taxpayer compliance.

• Provide direction and leadership to the Legal and Domestic Tax team in order to ensure the effective and efficient performance of Legal and Domestic

• Tax activities to yield revenue and regulate taxpayer compliance.

• Manage multiple projects simultaneously and ensuring timely delivery of high-quality reports and presentations.

Governance







• Monitor legislative and regulatory changes and drive the alignment of governance, risk, and compliance frameworks.

• Ensure the consolidation of the risk profile for the area of accountability, manage critical risks, and ensure feedback integration

People

• Be responsive to change in order to influence and effectively manage associated functional acceptance.

• Create a positive work climate and culture to energise employees and give meaning to work, minimise work disruption and maximise employee productivity.

• Communicate strategic context that guide best practice, foster an environment of continuous learning and improved employee engagement levels.

• Develop clear human capability and accountability frameworks within own area in support of people management strategies.







• Provide leadership and direction by translating, articulating, and reinforcing the vision or direction for the function.

Finance

• Ensure that the own area's strategy is adequately budgeted for through the development and implementation of a requisite budget.

• Implement effective financial control, management of costs and corporate governance in area of accountability.

Client

• Define and influence relationships and service level agreements made with internal and external stakeholders.

• Build and maintain relationships with stakeholders to ensure integrated approaches in pursuit of collective goals

Education and Experience

Minimum Qualification & Experience Required

Honours / Postgraduate Diploma (NQF 8) in Law/Accounting/Tax (NQF 8) AND 12-15 years Tax technical advisory and consulting experience that includes Economical trend analysis, Tax and Legal compliance and specialised tax arrangements, of which 4-6 years at senior management level.

Bachelor's Degree / Advanced Diploma (NQF 7) in Law/Accounting/Tax AND 15-18 Tax technical advisory and consulting experience that includes Economical trend analysis, Tax and Legal compliance and specialised tax arrangements, of which 4-6 years at senior management level.
