The Senior Technician OSP Construction (Civils and Fibre) is responsible for overseeing the construction, implementation, and maintenance of Outside Plant (OSP) and Fibre Optic networks, including civil infrastructure (e.g., trenching, ducting, splicing). This senior role ensures that all projects comply with technical and safety standards while meeting timelines and supervises and coordinates contractors. The role requires deep expertise in telecommunications infrastructure, civil works, and fibre installation with a focus on maintaining quality, safety, and risk management protocols.

Key Responsibilities:

1. Quality Assurance & Compliance:

- Perform quality checks and monitoring of OSP, Civils,





and Fibre infrastructure to ensure compliance with telecom industry standards, technical specifications, and regulatory requirements.
- Ensure all work conforms to approved designs, project scope, and health and safety guidelines.

2. Health & Safety:

- Enforce health and safety procedures during all phases of construction, ensuring compliance with OHSA (Occupational Health and Safety Act) and other related safety standards.
- Collaborate with the OHSA representative to ensure safety measures are followed during construction, installation, and other project related activities.
- Conduct risk assessments and manage risk mitigation efforts related to OSP, Civils, and fibre network installations.

3. Project Implementation:

- Supervise the construction and installation of OSP and fibre networks, ensuring adherence to construction plans and telecom industry best practices.
- Lead technical coordination of civil works and fibre splicing activities onsite, ensuring project timelines are met.






- Perform testing and inspection of the installed civils network infrastructure to ensure compliance with design specifications and functionality.

4. Deviation Management & Documentation:

- Assess deviations from the original construction plan and request confirmation of necessary changes.
- Ensure as-built documentation and records are accurate, updated, and aligned with the original project plans.
- Maintain and verify the accuracy and quality of project documentation, including technical reports, quality certifications, and completion reports.

5. Contractor & Vendor Management:

- Evaluate and oversee the quality of contractor services, ensuring they meet technical requirements and adhere to service delivery standards.
- Supervise and coordinate external contractors to ensure proper installation of OSP and fibre networks.






- Act as a technical expert for the city, working closely with outsourced service providers to verify the quality of installations.

6. Technical Expertise & Coordination:

- Provide technical support to project teams and contractors, ensuring the installation process aligns with telecom network standards.
- Ensure all installations conform to relevant telecoms industry specifications, regulations, and quality standards.
- Supervise and coordinate the implementation of the City's OSP, Civils, and fibre infrastructure projects.

7. Material Procurement & Stock Management:

- Monitor and manage material availability for OSP and fibre installations.
- Ensure timely procurement of required materials and tools, managing relationships with suppliers to guarantee prompt delivery.






- Oversee stock management to ensure there is no delay in project timelines due to material shortages.

8. Technology & Tools:

- Utilize GIS systems, Small-world, Google Earth, and other telecom design tools to support planning, coordination, and quality checks of the OSP and fibre network infrastructure.
- Be proficient in Microsoft Office tools (Word, Excel, Outlook, SharePoint) for documentation, reporting, and communication.

Education:

- 3-year tertiary qualification in Information Technology, Telecommunications, Civil Engineering, or a related field.

Experience:

- Minimum 5-8 years of hands-on experience in the telecommunications industry, including 2 years in a senior technician role focused on OSP/Civils implementation and fibre optics.
- Experience in construction, installation,





and supervision of OSP infrastructure and fibre networks.
- Familiarity with health and safety regulations for construction environments, particularly related to telecommunications installations.
- Experience working with contractors and vendors, managing construction quality, and ensuring adherence to timelines and safety standards.

Skills and Competencies:

Technical Proficiency:

- Strong knowledge of fibre optic technology, civils infrastructure, and telecom construction standards.
- Ability to perform site surveys, assess risks, and create solutions to technical challenges.
- Expertise in testing, inspecting, and ensuring the quality of telecom network installations.

Project Management:







- Experience in managing site teams and coordinating with external contractors to ensure project completion on time and within budget.
- Ability to assess deviations in construction plans and manage the documentation of all project-related changes.

Health & Safety Compliance:

- Strong understanding of health and safety guidelines and risk management strategies in telecom construction and installation.
- Ability to implement and enforce OHSA compliance onsite.

Communication Skills:

- Excellent communication and interpersonal skills to liaise with contractors, vendors, and stakeholders.
- Ability to prepare and deliver technical reports and presentations to management and other stakeholders.

Computer Literacy:

- Proficiency in Microsoft Office Suite (Word, Excel, SharePoint, Outlook).
- Experience with GIS systems, Small-world, and other telecom planning/design tools.

Additional Requirements:

- Driver's License: Valid Code 8 driver's license (for traveling to various project sites).
- Availability: Must be available 24/7 if required, particularly in the event of urgent or emergency situations.
- Physical Fitness: Able-bodied to work in various field conditions, including outdoor environments,





construction sites, and other challenging conditions.

Desired Skills/Experience:

- Certification from a relevant professional body in telecommunications or engineering.
- Knowledge of procurement processes, ordering materials, and managing supply chain logistics.
