Introduction

We are currently recruting for an experienced Chief Security Officer to join our dynamic team in Johannesburg.

Job Purpose:

The Chief Security Officer (CSO) is responsible for developing, implementing, and managing the company’s comprehensive security strategy. This role oversees all aspects of security operations, including the control room, tactical operations, analysis, and investigations divisions, ensuring the safety and security of company personnel, assets, and operations. The CSO will lead a multidisciplinary team, provide strategic direction, risk management, crisis response planning, managing and being involved in security operations, liaising with and building relationships with SAPS,





liaising with donor partners and providing feedback, managing the legal process around arrests and managing internal and external investigations. The role also includes budget oversight, financial sign-off, reporting on departmental results and recruitment to ensure the security team is staffed with qualified professionals.

Duties & Responsibilities

Leadership and Management of the Following Departments:

- Tactical Operations
- Control Room Manager
- Information and Analysis
- Field Collections
- Legal
- SAPS

Strategic Security Management

- Strategically align the security heads of department.
- Develop, implement and manage the comprehensive security strategy that aligns with CAP’s ultimate objective of eradicating crime and to ensure a coordinated and effective security
- operation.
- Ensure that the appropriate policies and procedures are in place and followed for all security operations, and ensuring compliance with legal, regulatory and company requirements.






- Monitor the evolving security landscape and adapt strategies to mitigate emerging threats
- and vulnerabilities.

Leadership and Oversight

- Oversee the operations of the various departments that fall into this portfolio and ensure coordinated and effective security operations.
- Ensure the security division is staffed with qualified personal, operating procedures/policies and structures are in place (in line with budgets).
- Relationship management with key internal and external stakeholders including but not limited to committee members, RA’s, project liaisons, influential persons, clients and SAPS.
- Facilitate organizational culture by mentoring, managing and leading teams while fostering a culture of continuous improvement, delivery, discipline and accountability.






- General accountability for service delivery at the various departmental touch points.
- Oversight and management of key projects (both existing and new).

Control Room Operations

- Ensure all control room functions operate 24/7 with appropriate staffing, technology, and procedures to monitor and respond to security incidents.
- Implement and maintain advanced surveillance, communication, and incident management systems.
- Ensure the SOP in the control room are appropriate working efficiently to ensure quick, efficient and appropriate responses to incidents, and work with the relevant managers to
- improve these.

Tactical Operations Management

- Direct the management of tactical security operations, including physical security, access control,





and on-the-ground response teams.
- Work with the manager to improve and develop comprehensive strategies for mitigating crime through public space interventions.
- Ensure officers are appropriately trained to handle situations on the ground.
- Develop plans to disrupt criminal activities within our communities.

Security Analysis, Information and Field Collections

- Oversee the analysis division to gather, analyse, and disseminate information and risk assessments, and ensure that the appropriate links between suspect groups are established.
- Ensure appropriate evidence has been collated through field collections and correctly captured in the analysis process.
- Oversee the management of the field collections department and their productivity.






- Utilise the current tools available to ensure potential threats and suspects are identified.
- Provide CAP and SAPS with actionable intelligence.

SAPS

- Work closely with law enforcement to effect successful arrests of suspects.
- Maintain good relationships within the SAPS and other law enforcement teams CAP assists.
- Assist the SAPS in the execution of various security operations that arise either from CAP information or to assist SAPS in operations where CAP can offer assistance.

Legal

- Manage the internal and external legal resources utilised in the prosecution of arrested suspects.
- Ensure the legal resources are obtaining favourable results under their watching brief.






- Ensure appropriate measures are taken where misconduct has been identified by the legal resources within the judicial system.

Financial Oversight, Compliance and Reporting

- Preparation of reports for various stakeholders including key stakeholders, donors, communities and internally.
- Attending meetings with stakeholders and presenting results of CAP’s security operations.
- Budget preparation and oversight to the budget, including departmental approval of costs.
- Develop metrics to ensure departments are working effectively and efficiently, and adjust procedures accordingly.
- Ensure the operations of the department adhere to legal compliance.
- The list above is not comprehensive and may include other activities that would normally from part of a Chief Security Officer.

Desired Experience & Qualification






- Adequate experience in a similar role or related field.
- Tertiary educations advantageous
- Five years minimum experience in a senior security role.
- Excellent leadership, communication and interpersonal skills
- Strong strategic thinking and ability to develop comprehensive security strategies.
- Expertise in risk assessment, threat analysis and intelligence gathering.
- Strong understanding of regulatory requirements, legal frameworks, and compliance in security.
- Exceptional decision-making skills and ability to function effectively under pressure.
- Strong analytical and problem-solving abilities.
- Strong understanding of the regulatory, legal and compliance requirements within the sector.
- Proficiency in security management software, surveillance technologies,





and emergency communication systems.
- Ability to build and maintain effective relationships with internal and external stakeholders, including law enforcement agencies.
- Driver License Required
- PSIRA Required

Package & Remuneration
- Position Status: Permanent
- Working days: Monday – Friday,
- Hours per Day: 08H00-17H00, this is however a senior position where overtime is required based on operational requirements, this may include weekends.
- Leave Allocated: TBC
- Salary: TBC
